COP28, took place between 30 November and 12 December 2023 in Dubai, UAE, with the aim to “build consensus amongst parties to drive climate action.” It provided a prime opportunity to rethink, reboot, and refocus the climate agenda as we confront the reality that only seven years remain to meet the goal of halving emissions by 2030. For CAP-A this offered the opportunity to put forward perspective on how Africa has a crucial role to play in accelerating emissions reductions. We spotlighted ongoing efforts to shape and realise opportunities, at scale, in Carbon Markets and Green Industrialisation in the region.

Where can you hear CAP-A perspectives?

Climate Action Platform for Africa (CAP-A) shaped seven standalone content sessions at COP28. These sessions touched on a range of topics relevant to Africa and the realisation of Climate Positive Growth (CPG). Description:
This session will firmly make the case, backed by novel data and perspectives from political leaders, for African Green Industrial development to drive decarbonisation of global industrial production and consumption. This event recognises the need for a systemic and integrated approach in which policy makers, investors, and industrialists work together – and will hear from key actors in the ecosystem how they approach this transformation, and what partnerships are needed. As a hybrid event using LinkedIn Live, there will be ample time for panel and audience discussion to explore what it takes to get this right.

This COP28 high-level side-event, taking place on ‘Finance Day’ will contribute to advancing a mutually beneficial vision and a set of common priorities for the two continents on carbon pricing and markets in preparation of 2024, a key year for EU-AU programming, and as the EU enters a new policy cycle and the AU enters the second decade of action of Agenda 2063.

Tuesday, 5th December

The roundtable will bring together government, corporates, and civil society leaders shaping the new era of high-integrity VCMs. Mark Kenber (CEO of the Voluntary Carbon Markets Integrity Initiative, VCMI) and Amy Merrill (COO of the Integrity Council for the Voluntary Carbon 3 Markets, ICVCM) will co-facilitate this discussion to collectively define what action is needed, and by who, to embed integrity rules and unlock VCMs which will significantly scale climate finance by COP30.

Restructuring the World Trade Organisation (WTO) and international trade system to incentivise sustainable production and consumption has the potential to accelerate clean energy deployment. Panelists will discuss the findings of the Villars Framework for a Sustainable Trade System, the culmination of a multi-stakeholder project to develop a comprehensive, peoplecentered trade reform agenda that aligns with national climate action and reduces market barriers to trade in clean energy technologies.

The key objective of this event is to help establish specific actions that can translate commitments from ACS 2023 into investments in Africa’s green industrialisation. There will be a specific focus on green value chains and actions that leverage digital and technological tools such as the provision of data to help investors make informed decisions, the use of artificial intelligence to inform project pipelines, or the use of digital tools to improve business environments related to taxes, electronic payments or economic policies.

Description:
This high-level event will discuss the critical role of carbon management in keeping pathways for 1.5°C within reach. CoP Presidency and IEA will frame the discussion by outlining the role for carbon management as one of the four pillars for reaching net zero emissions globally. Ministers from Brazil, Kenya, Indonesia will highlight the Carbon Management Challenge as a driver of global ambition and activity, and national actions and leadership on carbon management their countries are already taking. The event will welcome new countries to join the Carbon Management Challenge, announce a new funding mechanism for carbon management in emerging economies, and conclude with a call to action.

Wednesday, 6th December

Carlijn Nouwen, Co-Founder of Climate Action Platform for Africa will participate in an exploration of a Sierra Leone as a Case Study focused on “Energy Transition and Access in Africa Through Green and Rural Industrialisation.” | 10:00am – 11:00am | Sierra Leone Pavilion.

Description: This Ministerial level event builds from the Africa Climate Summit in Nairobi in September, and the Sierra Leone Energy Dialogues in October 2023. The event will hear perspectives from Sierra Leone, which is embarking on an energy transition journey, and the experience of Kenya which is embarking on green industrialisation. They will be joined by leading voices from energy, philanthropy and investment who can share their learning and experience on the potential of these pathways.

Driven by national climate goals to decarbonise the industrial sector, nations face a new reality where border carbon measures (BCMs) and similar national GHG border fees on imported goods are an evolving feature of global climate policy. The European Union Carbon Border Adjustment Mechanism is in effect, and legislative discussions in Taiwan, India, the United Kingdom, Australia, Canada, Brazil, and the United States are enriching these policy discussions. These policy discussions explore various GHG border fee design elements regarding included products and gases; approaches to carbon/GHG accounting; treatment of developing countries; international alliances or clubs; pricing or fee assignment metrics; self-reporting vs. government emissions data; WTO alignment; and other elements. These policies could have spillover impacts on global trade, the welfare of developing countries, and global emissions. This session will explore these elements across the current BCA and border fee discussions and evaluate the likely implications of policy design decisions.

A roundtable discussion bringing together leading organisations working directly with small-holder farmers (SHFs), carbon buyers, policy experts, project developers, and the scientific community to discuss the value and viability of creating an “asset class” for small-holder farmer carbon credits. CAP-A will frame the discussion by sharing its proof-of-concept work spanning solar irrigation, enhanced rock weathering and regenerative agriculture, while CASH Coalition will share its vision for the CASH Carbon Portfolio. The roundtable will provide a forum to discuss key design considerations and provide the foundation for further collaboration to stand up a pilot SHF Carbon Portfolio in 2024.

This event will highlight the challenges and opportunities for an interconnected system of CBAMs beyond, but interlinked with, the EU. The focus will be on how such a system could foster the production of green products all over the world, including but not limited to the Global South – positioning emerging and developing economies as providers of global climate solutions, not passive actors in the fight against climate change. It will explore how instruments such as CBAM can be designed to ensure fair and equitable market access and avoid policies that are explicitly or implicitly protectionist. Additionally, it will be explored how such system could aid an international Just Transition and how it can enable green or climate-positive growth, when low-emission countries with high renewable energy potential leapfrog to green manufacturing and realise inclusive and sustainable growth by decarbonising the world.

The recent Paris Summit for a New Global Financial Pact reached a consensus calling for a critical increase and mobilisation of public and private financing. Our panel of experts from the private sector, NGOs focused on the green economy and committed young activists will continue the conversation on sustainable finance challenges started in Paris, analyse the synergies of global efforts within the new financial paradigm and share their visions for a greener future.
